Tulou was a Professor of Flute at the Paris Conservatoire, where several of his works were used in the annual Concours, which would have meant a piano accompaniment, not orchestra. The lists themselves are a bit vague, as several are just listed as "Solo". Therefore, it is not possible to ascertain which version was the original conception, so both are tagged. Both are listed as published at the same time @ Bibliographie de la France, anycase.
